Update 12 Re-opening plan Phase 2b - 17/07/20

Following the latest Government and RYA guidance received over the last week announcing some changes from 25th July we have reviewed our current position and are now able to announce further openings across the Club.
All available documents have been reviewed and difficult decisions have had to be made. The government's documents continue to remind us that 'as an operator of a sport & leisure facility you have a legal responsibility to protect workers, volunteers, customers & users from risk to their health & safety' and the RYA state that 'individuals within a club with responsibility for Covid-19 safety measures have a duty of care to carry out risk assessments and implement appropriate mitigation measures.'
We are doing our best to comply with the above but, in some cases we have been unable to implement sufficient controls to mitigate the risks we have identified. Our reopening plan and risk assessments have been founded on risk based decisions and the ability to implement operationally in a club with no permanent manager.
The following changes have been agreed unanimously by your Committee, and we ask every member to follow these guidelines and comply with the controls in place at all times. If and when the guidance changes we will review our risk assessments and controls.
Detailed information is available in the risk assessments and the phased opening plan available on your portal via the website. Please read these before you come to the club. There will be signs placed around the club to help us all remember what we need to do.
The following changes will come into effect on the evening of 24th July 2020
Entry & Exit
Entry into the Club will only be be via the north door and exit through the south or kitchen doors. This allows a one way flow of people through the club and will reduce congestion. This applies at all times.
The bar, including the lounge and balcony, will be open on every Friday & Saturday evening and at other times if one of the 4 designated bar volunteers are available to open it. There will be clear instructions on display regarding how the bar and seating areas will be managed. This area will be out of bounds at other times.
To comply with the law we have had to implement a number of controls in the bar, including limiting the number of people who can sit in the lounge, the provision of an at seat service only, and cashless payments. Children in the lounge form part of a household group and will be required to remain seated with their parents. We also have to keep a written record of anyone using the bar for consumption either in the lounge/balcony or outside in the club grounds or on boats. This record will be kept securely for 21 days.
Test & Trace
In addition to the records being kept for the bar, a change in the guidance now requires us to assist the NHS test and trace system by keeping a temporary record of people attending the club for 21 days. Therefore we will be amending the current car park reservation process to a compliant ticketing system - more information to follow.
As we open more areas of the club, we will be increasing the areas and frequency of cleaning. To protect the welfare and safety of the cleaners the club will continue to be closed during cleaning. Please do not ask to enter the club, or ask the cleaner to leave, at these times.
As always, you should follow the government advice re personal hygiene i.e washing your hands regularly, and wiping down surfaces with the wipes provided before and after you touch them.
As previously advised, the sailing club are not providing any safety cover but there will be a safety boat on the jetty at busy times for use in an emergency.
Whilst these changes include some great news we do appreciate that there will be some disappointment on the areas we have had to keep shut but we did expect at the beginning of the season that it was likely we would have limited facilities throughout the season, and your Committee believe the plans for 2b are the only option to remain compliant and safe for everybody.
